The National Orientation Agency (NOA) has launched a new artificial intelligence‑driven mobile application designed to enhance communication and engagement between Nigerians and the federal government. The platform, named CLHEEAN Mobile App, was unveiled at an event in Abuja attended by government officials and stakeholders.
NOA Director‑General Malam Lanre Issa‑Onilu described the initiative as a significant step toward bridging longstanding gaps in citizen participation and access to government information.
“The CLHEEAN mobile app is one platform with one mission: to ensure that every Nigerian can access information, engage directly, and most importantly, be heard,” Issa‑Onilu said. “It brings government closer to the people than ever before.”
The app features an AI-enabled voice and chat assistant that can interact in major Nigerian languages, including Hausa, Yoruba, and Igbo, improving accessibility for a wide audience. Users can access civic education content, real-time government updates, and tools for submitting feedback, reporting issues, and participating in community discussions.
“Today marks a defining moment in our nation’s journey. Not just because NOA is launching a new platform, but because we are transforming how government connects with the people,” Issa‑Onilu added. “This initiative is about giving citizens a voice, ensuring that decisions are shaped by real experiences, real needs, and real feedback.”
The NOA boss emphasised that the app’s launch aligns with the government’s Agenda to improve inclusive governance, transparency, and accountability. He encouraged Nigerians to download the app on both Android and iOS devices and to actively use it to engage with government programs and initiatives.
