Canada and Germany have signed a joint declaration of intent on artificial intelligence (AI) and announced the launch of a new Sovereign Technology Alliance to deepen bilateral cooperation on advanced technologies, officials said on 14 February 2026. The agreement was finalised on the margins of the Munich Security Conference in Germany, signalling a strategic commitment by both countries to collaborate on AI research, infrastructure, skills development and secure technology ecosystems.
The declaration was signed by Evan Solomon, Canada’s Minister of Artificial Intelligence and Digital Innovation, and Karsten Wildberger, Germany’s Minister for Digital Transformation and Government Modernisation. The leaders said the agreement builds on the Canada–Germany Digital Alliance announced in December 2025, creating a formal framework to expand cooperation in AI and related digital fields.
Under the joint declaration, both governments will work to expand secure compute infrastructure, accelerate AI research and commercialisation, and strengthen talent development to address critical skills gaps in their respective technology sectors. The move reflects a mutual emphasis on enhancing sovereign AI capabilities – meaning technology systems and expertise that support national economic strength and secure digital ecosystems.
The newly launched Sovereign Technology Alliance is designed to serve as a practical platform for cooperation among trusted partners in advanced digital technologies. It aims to reduce strategic technology dependencies by enabling joint efforts across secure AI compute, innovation policy, and research collaboration, benefiting startups, industries, and researchers in both countries.
Both ministers described the declaration as a significant step in translating earlier visions of cooperation into actionable goals. They highlighted shared values, including democratic governance and support for responsible AI development, as key foundations for the alliance.
The partnership comes at a time when many nations are pursuing closer collaboration on emerging technologies amid rapid global competition. By aligning on AI strategy and infrastructure, Canada and Germany are positioning themselves to better leverage technological innovation while managing economic and security risks associated with advanced digital systems.
