Anambra State has launched SmartGov, an artificial intelligence-enabled digital government services platform, in a strategic move to enhance citizen interaction and streamline access to state services. The platform commenced a BETA rollout on 18 December 2025, marking a significant milestone in the state’s digital governance agenda.

SmartGov consolidates more than 31 public services into a unified digital gateway, allowing residents to interact with the state government through natural language queries rather than traditional bureaucratic processes. At the core of the system is NORA, an AI-powered digital assistant trained on government services, procedures and directories to deliver intelligent, context-aware responses.

The platform’s design supports a simple three-step user journey: citizens pose questions in plain language; the system provides AI-guided direction to the appropriate service or requirement; and users can complete transactions online, via WhatsApp, or through voice-enabled access. SmartGov currently includes eight key service categories: Taxes and Revenue, Land and Property, Business Services, Health, Education, Security and Complaints, Transport and Vehicles, and Culture and Tourism.

SmartGov operates around the clock with multilingual support in English and Igbo, aiming to eliminate traditional barriers such as office hours and bureaucratic complexity. According to state officials, this will make public services more inclusive and accessible for residents.

Commenting on the launch, Chukwuemeka Fred Agbata (CFA), Managing Director/Chief Executive Officer of the Anambra State ICT Agency, said SmartGov places citizens at the centre of service delivery. He described the platform as an “intelligent gateway” that simplifies government interactions and enhances efficiency.

Governor Professor Chukwuma Charles Soludo, CFR, has championed digital transformation under his “Everything Technology, Technology Everywhere” vision. State authorities say SmartGov is a concrete expression of this vision, embedding AI into everyday governance to promote transparency, accessibility and efficiency.

As part of the BETA phase, a dedicated feedback channel has been integrated into the platform to support ongoing refinement, with citizens encouraged to submit suggestions to improve functionality.

SmartGov is now live and available to users, representing a step forward in Anambra’s commitment to citizen-centric eGovernment ahead of broader national digital transformation efforts.
